Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Security Pledge from European Partners
Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will defend Ukraine in the event of a future Russian attack.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.
His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which involved some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Allies proposed that the United States would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.
The Russian government has thus far remained silent on the declaration made in the French capital.
President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces now occupies about 20% of Ukrainian territory.
Zelensky's Shifting Tone
Sir Keir described the joint statement as "an essential component of our commitment to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
Zelensky hailed that agreement as a "significant leap of progress".
A day later, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.
"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the allies "mostly completed" their work on finalizing security arrangements.
Recently, Zelensky said a settlement was "ninety percent complete".
Questions of land and defense pledges have been at the center of unresolved issues for diplomats.
Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.
Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
